President Benigno S. Aquino III led the turn over of 21,800 houses for the AFP/PNP personnel on February 24, 2012 at Ciudad Adelina, Trece Martirez in commemoration of the 26th EDSA People Power Revolution.

During the EDSA celebration last year, the President announced that his administration is pursuing a housing project for the uniformed men and women.

Since the demand for housing of these personnel revealed that a large number of them do not have permanent housing and many of them are informal settlers, the President found it imperative to address their need for housing for their wellbeing, security of tenure and dignity.

It can be recalled that on April 11, 2011, the President issued Administrative Order No. 9 directing General Manager Atty. Chito M. Cruz of the National Housing Authority (NHA) to implement a housing program to address the housing need of low-salaried military/policemen and women.

Pursuant to this directive, the NHA and the Housing and Urban Development Coordinating Council (HUDCC) under the leadership of Vice President Jejomar C. Binay pursued the construction of 21, 800 units in 13 sites in Cavite, Laguna, Rizal and Bulacan. This Phase I is intended to provide housing facilities for the AFP/PNP, particularly those assigned in the National Capital Region (NCR).

On May 23, 2011, the President launched the project in Bocaue Hills in Bulacan with various services / units of the AFP and PNP in attendance. This was the occasion when applications for housing units were opened to them.

After 2 months, an awarding of initial 4,000 units was undertaken in Lakebreeze Residences in Calamba, Laguna and Bocaue Hills in Bulacan. Certificates of Lot Allocation were issued to signify assignment of housing units to qualified applicants.

Completed housing units were raffled off to qualified applicants by the respective Housing Boards of the AFP/PNP.

The 21,800 units which were turned over to the AFP/PNP are located in the following sites: 9,000 units in 4 sites in San Jose del Monte, Bocaue and Norzagaray, Bulacan; 4,274 units in 3 sites located in BiƱan and Calamba, Laguna; 4,526 units in 4 sites located in General Trias and Trece Martirez in Cavite and 4,000 units in 2 sites located in Baras and Rodriguez in Rizal.

Other AFP and PNP housing sites are being identified in other parts of Luzon, Visayas and Mindanao as part of Phase 2 housing program for the uniformed men and women.

The event was attended by Cabinet members, government officials, heads of the local government units, private and non-government agencies and various community leaders and associations.
