President Benigno S. Aquino III, on 22 April 2015, signed Memorandum Order No. 79 transferring the functions of the Office of the Presidential Assistant for Rehabilitation and Recovery (OPARR) to the National Economic and Development Authority (NEDA).
The memorandum titled "Providing for the Institutional Mechanism for the Monitoring of Rehabilitation and Recovery Programs, Projects, and Activities for Yolanda-Affected Areas" was created to ensure continuity and enhance the coordination and monitoring of various rehabilitation programs undertaken by the government for those affected by Super Typhoon Yolanda.
"The Order paves the way for the 'winding of affairs' and transfer of the coordination, monitoring, and evaluation of all disaster-related programs, projects, and activities (PAPs) from the OPARR to the NEDA," Presidential Communications Operations Office (PCOO) Secretary Herminio B. Coloma, Jr. explained.
Existing clusters on Infrastructure, Resettlement, Social Services, Livelihood, and Support headed by the Department of Public Works and Highways (DPWH), Housing and Urban Development Coordinating Council (HUDCC), Department of Social Welfare and Development (DSWD), Department of Trade and Industry (DTI), Department of Budget and Management (DBM) and NEDA, respectively; are tapped by the memorandum.
"NEDA shall utilize existing institutional arrangements such as the Regional Project Monitoring and Evaluation System, which was established under Executive Order No. 376 (s.1989), in the monitoring of PAPs for Yolanda devastated areas," Sec. Coloma said.
