In celebration of the National Shelter Month, the National Housing Authority (NHA) Region I/CAR I awarded Transfer Certificates of Title (TCTs) to 68 family-beneficiaries from the Nabina-Binaga Nobility Association (NBNA), occupants of the NABINA Phase 1 housing project in Tuding, Itogon, Benguet on October 7, 2021.

The Nabina Housing Project is an NHA Community Land Acquisition Support Program (CLASP) where community resources are mobilized to resolve land tenure issues or site development. Under this program, the NHA extends credit and technical assistance to community associations to acquire the land they occupy or intend to be resettled. By receiving the TCTs, the beneficiaries now truly own the house and lot under the program.

NBNA chose the CLASP as the disposition approach in the acquisition of the occupied lots for their members occupy. The 117 lots were originally a donation to the then Ministry of Human Settlements (MHS). The NHA administers its disposition under a Memorandum of Agreement (MOA) signed together with the Presidential Management Staff (PMS) and the Municipality of Itogon. A Deed of Donation and Acceptance was executed by the PMS in favor of NHA.

On the same date, NHA Region I/CAR I Manager, Engr. Maria Belinda V. Sevalla. turned over the first tranche worth P25 million from the P50 million funding assistance to the Local Government Unit of Baguio City represented by Baguio City Mayor Benjamin B. Magalong for the development of the Baguio Luna Terraces Resettlement Project in Irisan, Baguio City.

The housing project was made possible under the NHA’s Resettlement Assistance Program to the LGUs (RAP-LGU). The Irisan Resettlement Project shall involve the construction of a low-rise building that would generate 62 housing units intended for the families residing in danger areas, those affected by the infrastructure projects of the city, those with Court Orders for eviction, and those urban low-income families who are qualified for relocation and resettlement assistance under the RAP-LGU guidelines and provided by existing laws.
