Marcelino P. Escalada, Jr. is the General Manager (GM) of the National Housing Authority,  as appointed by President Rodrigo R. Duterte.

He is a graduate of AB Classical Majors in English/Philosophy degree from the St. Francis Xavier College Seminary. While his Master’s Degree in Public Administration Major in Organizational Studies was at the University of Southeastern Philippines.  GM Escalada is also a Ph. D. candidate for Development Management at the same university.  He completed his requirements for his Doctoral Degree in Human Resource Management from the Ateneo de Davao University,

Before he was appointed NHA General Manager, he served as the Davao City Administrator in 2010 and headed in a concurrent capacity, the City Planning and Development Office, City Cooperative and Development Office, and Special Projects until June 2016.

With his vast knowledge and experience in Public Administration, Development, and Human Resource Management, GM Escalada spearheaded many strategic and innovative initiatives and under his leadership, the City Government of Davao was hailed for Best Human Resource Practices.

In November 2018, he was designated as Secretary-General of the Housing and Urban Development Coordinating Council (HUDCC) while concurrently serving as NHA General Manager. With the implementation of the Balik Probinsya, Bagong Pag-Asa (BP2) Program in May 2020, GM Escalada was appointed as its Council Executive Director. He is responsible for overseeing the program’s projects and activities, ensuring the decongestion of Metro Manila, and boosting countryside development.
