NHA GM TAI SIGNS MEMO CIRCULAR…EXTENDS APPLICATION FOR LEGALIZATION OF KADAMAY MEMBERS’ OCCUPANCY
The National Housing Authority (NHA) has extended the application period for all lots occupied by The Kalipunan ng Damayang Mahihirap (Kadamay) members in four Resettlement Projects in Pandi, Bulacan, from December 2021 to September 2023.
NHA General Manager (GM) Joeben Tai signed Memorandum Circular (MC) No.2022-087 on September 20, 2022, amending MC No. 2021-009. The amended MC aims to provide clarity and additional time for the acceptance application and legalization of occupancy of the remaining KADAMAY members occupying the unawarded residential lots units in Bulacan.
The NHA housing projects covered by the circulars are Padre Pio Resettlement, Pandi Residences 3, Pandi Village 2, and Villa Elise Resettlement Project.
On March 8, 2017, Kadamay invaded 2,812 unoccupied units in Pandi. In response, Congress passed Joint Resolution No. 2 authorizing the disposition of unawarded and unoccupied housing units for the country’s PNP and AFP to other qualified beneficiaries. These include other low-salaried government employees and those of the lowest 30% of urban income earners.
The NHA conducted a series of occupancy validation, pre-qualification, dialogues, and revalidation of housing units occupied by former Kadamay members. After which, the NHA Region III office proposed the legalization of the occupancy of qualified families.
On February 19, 2021, MC. No. 2021-009 prescribed the legalization of the occupancy of Kadamay members.
