NHA MEMBER SIGNATORY TO THE IRR OF EXPANDED SOLO PARENTS WELFARE ACT OF 2022
The National Housing Authority (NHA) joined the Department of Social Welfare and Development (DSWD) in the ceremonial signing of the Implementing Rules and Regulations (IRR) of the Expanded Solo Parents Welfare Act or RA 11861, held at Diamond Hotel Manila on September 29, 2022.
Evangeline A. Javier, officer-in-charge, Community Relations Services Division of the Community Support Services Department (CSSD), represented NHA General Manager Joeben A. Tai in the ceremony.
Ms. Javier is the NHA’s representative to the Inter-Agency Coordinating and Monitoring Committee (IACMC), who manifested significant inputs in the IRR. Among the provisions are as follows:
- Article VI, Section 33 (e) – Prioritization of solo parents and allocation in housing projects with liberal arms of payment on government low-cost housing projects under housing law provisions prioritizing applicants below the property line as declared by the Philippine Statistics Authority.
- The NHA shall make available housing units to solo parents in its housing projects subject to existing disposition policies or may refer them to other housing projects as appropriate.
- Article VII, Section 36 paragraph 3 – The NHA shall issue guidelines for the availment of housing benefits of the ineligible solo parent who has availed of the housing program, to allow the ineligible solo to continue under such terms and conditions reflective of his/her change of status and circumstances.
Department of Social Welfare and Development (DSWD) Secretary Erwin T. Tulfo lauded the NHA for its invaluable input in crafting the IRR of RA 11861, which was deliberated through a public consultation last September 7, 2022. The members of the IACMC are heads of the following agencies: NHA, Department of Health (DOH), Department of Education, Culture and Sports (DECS), Department of the Interior and Local Government (DILG), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment (DOLE), and other related government and non-government agencies.
Meanwhile, Gabriela Party-List Representative Arlene D. Brosas graced the event while Senator Ana Theresia N. Hontiveros-Baraquel delivered her message via zoom.
